Six years have passed since the National Observatory on Labour Market and Social Protection Affairs under the Ministry of Labour and Social Protection of the Population was established by the Decree of President Ilham Aliyev dated 4 July 2019.
The National Observatory carries out monitoring, analysis and research, and forecasting in order to make effective governance-related decisions in the fields of labour, employment, social protection and demography. Through this approach, it also supports the development of agile strategies that align with labour market dynamics, the design of evidence-based social policy, and the advancement of state employment programmes.
One of the Observatory’s main tasks is to identify strategic employment fields within the labour market. To this end, it regularly conducts surveys with employers and various population groups across the country.
Over the past period, the institution has organised surveys involving 21,000 respondents. It has also analysed educational indicators for over 800,000 students and graduates across multiple fields, more than 1.3 million labour contract records and 200,000 vacancies.
The National Observatory’s work, including labour‑market research, transparent survey process and the activities involving research results, reliable analysis samples, alongside its training services, has been highly praised by esteemed international organisations. This year alone, the Observatory has received 3 international awards.
Through active collaboration with relevant international and local centres, as well as higher education institutions, the National Observatory aspires, as an analysis and research centre, to become one of the foremost think tanks of the region.
