He was born in 1985 in the city of Lachin.
In 2003-2007, he graduated from Azerbaijan University of Languages majoring in international relations.
In 2008-2010, he completed his master's degree in international relations at Macquarie University in Sydney, Australia.
In 2012-2019, he worked in various positions in the private sector.
In 2019, he worked as the head of the Analysis and strategic planning department at the Ministry of Labor and Social Protection of the Population.
In 2022, he became the director of Asan Innovative Development Center.
In May 2023, he was appointed as the Deputy Chairman of the Board of the National Observatory on Labor Market and Social Protection Issues.
He is married and has three children.
