He was born in 1989 in Baku.
In 2006-2010, he studied at the Azerbaijan State Oil Academy, majoring in information and computing techniques.
In 2010-2013, he completed his master's degree in computer engineering at Dokuz Eylül University located in Izmir, Turkey.
From 2013 to 2016, he worked as a methodologist at the Baku Higher Oil School.
In 2016-2021, he worked as a department director at the Azerbaijan State Oil and Industry University.
In 2022, he was the head of the Innovative Solutions Sector in the Department of Strategic Planning and Innovations at the Ministry of Labor and Social Protection of the Population.
In June 2022, he was appointed as the Deputy Chairman of the Board of Directors of the National Observatory on Labor Market and Social Protection Issues.
In 2023, he was appointed as the Chairman of the Board of the National Observatory.
He is married and has 2 children.
